Overview of Project
Duquesne Light Company (Duquesne) proposes to upgrade the existing Colfax-Highland 69 kV Line #1 to a single circuit 345kV line beginning at Highland Substation in the City of Pittsburgh, passing eastward through the Municipality of Penn Hills and terminating at the existing Logan’s Ferry Substation in Plum Borough, Allegheny County, PA.

Need Statement
The existing single-circuit Colfax-Highland 69kV
Line #1, needs to be upgraded between Highland and Logan’s Ferry substations. This upgrade
is one of the projects outlined in Duquesne’s Transmission Enhancement Plan (DTEP). It is the most economic way
to implement Duquesne’s plan to improve reliability for its customers in this area.
