Duquesne Light Company (Duquesne) proposes to upgrade the existing Colfax-Highland
69kV Line#1 to a single-circuit 345kV line beginning at Highland Substation in the City
of Pittsburgh, passing eastward through the Municipality of Penn Hills and terminating
at the existing Logan’s Ferry Substation in Plum Borough, Allegheny County, Pennsylvania.
The first 1.1 miles of the existing 69kV Line #1 consists of lattice steel tower
structures on common right- of- way (ROW) with a double-circuit 138kV steel pole line.
Each of these lattice steel structures will be replaced with a self-supporting single circuit
tubular steel pole, on a one-for-one basis.
The remaining 6.7 miles of existing Line #1 has either single-circuit H-Frame wood
structures or three-pole wood structures on separate ROW which terminates at Logan’s
Ferry Substation. Each of these wood structures, whether an H-Frame or a three-pole structure,
will also be replaced with a self-supporting single circuit tubular steel poles, on a
one-for-one basis.
